The width_check function displays a line of hash marks displaying the width of your terminal, between the start and stop values. The start and stop values are currently hard-coded in the function. This ticket requires that the start and stop be passable, using the current hard-coded values as defaults.
Expected Outcome
Upon successful completion, the user will be able to pass the start and stop values as integers. The increment value must remain at 4.
When documenting this function, include a couple of aliases for situations when you'd want to check your terminal to be a certain width e.g. writing an article, Coding a web app, etc
