Provide user the ability to determine the directory via config file for ARI project level scan

[Feature request] Provide user the ability to determine the directory via config file for ARI project level scan. ARI project level scan should read the config file for include/exclude directories, and should perform the ARI scan only on those directories, based on the user directories input if any under config file.
