Add a .skillconfig.md configuration system

As I've been using skills and sharing them with team members, it has started to become obvious that there needs to be an easier way to paramterize / customize skills without needing to copy paste a bunch of the skills around. Would it be possible to have a npmconfig / gitconfig type system (though probably an .md) that users and codebases could leverage to tweak skills by using variable replacements / additional context and steering from this file?

I have the same need.

I'm unsure if the issue I have is that I have missed something, so please share ideas/solutions if some of you have some.

Of course, a skill config thing or like could be interesting if there is nothing like that now
