Tabli sometimes opens all saved Tabs in a Saved Window

If I have a saved window with LOTS of saved tabs, some are checked, others are not.
The behavior I get sometimes is this:
The tabs that are check will open up the next time I open the saved window. The tabs that are not checked are still saved in the tab group but not opened when I open the tab window.
The behavior I get other times is ALL the tabs open up when I open a saved window. This is a huge problem if I have a saved window with dozens of saved tabs.
I don't see in the documentation any reference to this behavior and how to control it.

Ideally I would be able to open a saved window that opens a SUBSET of saved tabs (the check ones) rather then all of them. Thanks
