using the hub page in mobile

i'm having a bit of trouble using the scroll in the HUB in mobile android 4.0.4
i can already scroll horizontaly in mobile but i want to scroll both ways (vert and horiz) but inside the sections i can only do it horizontaly and verticaly only outside the sections
do you have any idea if it's got anything to do with the template or is my problem?
i'm a bit of a noob in this,
