Describe the enhancement requested

"test-r-versions" uses Ubuntu 20.04 (focal) based images:

arrow/dev/tasks/r/github.linux.versions.yml

Line 39 in 3e6e8f3

R_TAG: "{{ MATRIX }}-focal"

It seems that there are Ubuntu 22.04 (jammy) and 24.04 (noble) based images:

Can we use Ubuntu 22.04 or 22.04 for "test-r-versions"?

FYI: Ubuntu 20.04 will reach EOL soon.
