[C++] Replace grpc-cpp conda package with libgrpc

### Describe the enhancement requested

It looks like the conda package for grpc-cpp is a few years old now, and is causing other packages (ex: orc) to be pinned to older versions. The grpc-cpp recipe now looks abandoned, but has been replaced by libgrpc.

I think we should update our CI to use the newer package and clean up any dependency issues from the upgrade
