Description
Describe the bug, including details regarding any error messages, version, and platform.
The r-binary-packages job is failing on the Release candidate branch, see:
https://github.com/ursacomputing/crossbow/actions/runs/18499537950
The failures logs vary per platform but in general all of them seem to be unable to download / find some files. On Linux / macOS error looks like:
 *** Found libcurl and OpenSSL >= 3.0.0

  cannot open URL 'file:///__w/crossbow/crossbow/repor-libarrow-linux-x86_64-openssl-3.0-22.0.0.zip', reason 'No such file or directory'

On Windows:
