No module named 'superset.migrations' after superset db init

I am having Superset 4.1.1 installed on Linux CentOS.
When I do superset db init, it returns an error:

ERROR:flask_migrate:Error: Directory /usr/local/lib/python3.9/site-packages/superset/extensions/../migrations already exists and is not empty

1. I tried deleting the entire migrations folder and running superset db init again.
   In this case the error message is:

I was not able to fix. Any ideas?

I have migrated the database from SQLite to PostgreSQL, and It occurs I don't have to run superset db init.
