Decide upon a platform name and hosts

The platform is currently called Apache Trusted Release, but we have discussed calling it Apache Trusted Releasing to make it clear that we are adding trust to the process.

We should also decide upon hostnames. We should follow PyPI's lead and have an entirely separate test server for users as well as a production server.

If we rename the platform, we should also rename the repository (again) to tooling-trusted-releasing.

I think the name we were thinking was final is Apache Trusted Releases which mean the repository should be tooling-trusted-releases

Alpha2 continues on the current host and we can continue with release-test.apache.org or rename as releases-test.apache.org

Beta1 will be built on a new host possibly the one already known as rsync.apache.org - we will use releases.apache.org for the domain name.
