Speed up building the OCI container #225
Description
Building the OCI container is currently taking about 550 seconds on the Tooling VM, which makes it slow to test incremental changes. The container is not very complicated, and it hasn't always been taking this long, so we should investigate what's making it take so long now and speed it up.
