[Improvement] Partition reassignment improvements tracking

Now, partition reassign has been applied into the large scale uniffle cluster, that is effective to speed up the backpressure of shuffle-server and huge partition.

This issue is to track the following partition reassign improvements

• [FEATURE] Dedicated retry times on request assignment when partition reassign #2595
