Backstage / HTML generation

Emit documentation that integrates with Backstage or at least some form of interactive HTML documentation. Note for OpenAPI, this is already covered via SwaggerUI. This would be something perhaps a little prettier (perhaps taking some inspiration from Stripe's API documentation).
