Implement pending transaction nonce cleanup #53
Description
Note: skip this task for now, should only be implemented if necessary later
This will be an interval (e.g. 10 minutes) where each sponsor wallet checks for stuck transactions and pushes more up-to-date updates to overwrite them by fetching the latest and pending transaction counts from the provider and sending an update with the most up-to-date signed data if pending transaction count is larger than latest.
