Move airnode-abi from Airnode to commons #6
Description
The https://github.com/api3dao/airnode/tree/1da62631905cf4b49266f248c8c385b5106d4c4d/packages/airnode-abi should be a standalone repo, because encoding/decoding is used not only in Airnode.
