Is your feature request related to a problem? Please describe.
Sometimes you don't want to allow developers to chose a future date for rate plan purchases. Related issue: #158

Describe the solution you'd like

Provide a configuration option to disable future rate plan purchases. When disabled, the option would hide the Start Date field on the Rate plan purchase form, so that users cannot customize it and the start date would be the current date.
