Time Wheel related entries count doesn't correspond correctly to user filters and permissions

When filtering using the time wheel, users with 'No Access' permissions to the date based nodegroup still see the hit count for those resources. The time filter can still be applied to find the relevant dated resource entities.

Also, when users delete the time filter and then go to add it again, the previous related entries do not show up.
