The 1.17.0 tag points towards avp 1.16.2

Describe the bug
When using the example manifests in the 1.17.0 tag the user will get avp 1.16.2.
I went thru the last 5 tags and this seems to be a new issue starting from avp 1.17.0 and previous tags have always pointed towards avp whit the same version number.

Seems to be a PR to address this in master: #578 however this does not solve the problems mentioned with tags
