Allow north south traffic level splitting for Argo Rollouts for Consul API Gateway.

As opposed to building the feature into this plugin we could perhaps leverage the gatewayapi community plugin instead: argoproj-labs/rollouts-plugin-trafficrouter-gatewayapi
