Sync windows as a hot-hot DR solution

I know you can use sync windows to disable syncs in an argo-cd instance, but those sync windows have time frames. We're looking to use this as a hot-hot DR solution where a sync window determines which argo-cd actually will do the syncs. Is there a way to set the sync window indefinitely so it doesn't have a time limit?
