ArgoCD UI: Help-Chat button to have same these as left-panel

Right now help-chat button theme looks odd looking at the entire ArgoCD UI, please match the theme same as what is used for the left-side panel.

This seems to have been fixed by #352.

For future reference, issues for Argo CD's UI should be filed in Argo CD's repo. This repo is for common components of Argo CD and Argo Workflows and not specific to either's UI. This repo is also not actively maintained, see #453 for more details.
