I want to figure out why IoULoss doesn't converge. Instead it fluctuates and sometimes it hits NaN. #1

The IoULoss doesn't converge and I'm not able to figure out why..
Reasons:

Normalized gradients. (Depends on Model Architecture and flow probably)
Gradient underflow? (Tested this theory pretty sure it is not this)
Heavy bias?
