[Bug]: Kiro CLI Stuck when Requesting CLI

Steps to reproduce

1. Start a new thread
2. Choose Kiro CLI
3. Ask the agent to explore the code base
4. Agent ask for Approval requested - Querying knowledge base
5. Gets stuck forever

Expected behavior

There are two expected behaviors

1. If Full Access is granted the agent should have full access looks like this isn't wired up
2. If Selective Mode the agent should actually try to get

Actual behavior

Agent gets stuck forever
