Add optimizedOnly option to cache storage

This feature would allow the caching tier to be used only for optimized assets, which equate to only one per image, instead of the current caching which is effectively infinite and relies mainly on LRU eviction practices. Naturally this will increase cpu usage, and response times should go up a bit, but response time increases should be negligible.
