Similar to #323 I'm been modifying the package locally to create drafts to reduce CI churn while I modify hundreds of repos at a time.

Github API supports a "draft" boolean.

We can follow the same pattern as AzDO and use the settings "draft" boolean and pass to the api /pulls request.
