chore(dev): Set up vdev to allow cargo vdev (vectordotdev#15873)

* chore(dev): Set up vdev to allow `cargo vdev`

via `cargo run --package vdev`

* Fix missing package in Cargo.lock

* Fix `strip` targets in `build-vdev` workflow

* Unignore `vdev` for docker images

* Remove GH vdev workflows, as they aren't used yet

We may decide to restore building/installing vdev, but for now we can use
`cargo vdev` to run the tool in GH workflows.
