Describe the problem
I would like to know if ARTS can perform ground-based radar radiative transfer simulations, but I did not find a direct description in the USERGUIDE.

Hello,
I assume that you use the latest stable version of ARTS (2.6.x) .

The short answer is yes.

ARTS can perform ground-based radar simulations. If not explicitly written in the used method that you cannot, you can always put your sensor in ARTS in this case the radar anywhere between in space and on the ground as written in Section 5.2.1 Sensor position of the user guide.
