Flagging of particularly awesome projects #386

It would be helpful if as part of the winner-marking process chapters could flag particularly awesome projects that could be considered for wider global publicity. With a way to view just these projects (maybe a private RSS feed?), this would reduce the number of winning projects the team working on the new newsletter for all trustees would have to sift through on a quarterly basis to identify showcase ones. It could also help with sifting through projects if we ever wanted to do periodic public "top 10" type lists. The wording would be important though so chapters don't just check the box every time.

Some thought would need to be given to how this relates to the Catalog of Awesome – i.e., whether this flag is ever used publicly there.

Alternate and probably unnecessarily complex solutions could involve allowing projects to be "liked" by website visitors after being marked as winners, and sorting on this basis. Or giving chapters a certain number of points they could allocate each year to flagging particularly awesome winners.

Would 100% support this.

Relatedly, would love to see the addition of a tagging tool; @jcn and i have discussed, but for other readers: lots of chapters are interested in non-funding ways to support applicants, and allowing chapters to flexibly add tags to projects would help us more easily sort and follow up with applicants in bulk.

To be specific: In NYC, we see a lot of folks looking for space, e.g.; being able to send them a list that we have on file of places to find free/cheap space for your awesome project would be nice — and being able to review and tag projects with "needs space" would be helpful. Would maybe be most relevant for chapters like NYC that regularly get 120+ monthly applications.
