Always show Q related views to the right of the screen (next to open editor)

Is your feature request related to a problem? Please describe.
Currently if no code file is opened and the toolkit is installed for the first time, the current logic to determine window placement doesn't work as the editor is not open and the Q view is opened in a random location within the IDE. We should try to always anchor this in its intended location on the right side of the screen.
