Create a way to have an allowlist

@findlabnet I am curious if there's a way we can have an allowlist where we can supply IP addresses that should never be blocked. Again, the use case (as with my earlier feature request for Antiscan) is a shared IP address like an institution's library, etc.

I imagine there could potentially be a few different ways that such a list could be allowed, e.g.:

• have a way to add the allow list in the IP Blocking settings directly
• create some kind of hook that custom modules could use to supply IP addresses (although this is probably less performant)
• other?

What are your thoughts?

@laryn I prefer the first option you suggest because I personally prefer to keep things as simple as possible.
