If you specifically grant "authenticated" users the ability to register with this setting, then they are not able to register. If you uncheck this box and leave the default settings, an authenticated user will be able to register (assuming that they have been granted this permission on the global permissions page).

@stpaultim where did you find this setting? Is it part of the registration_entity_access submodule?
