Add new field type for allowing adding an upload field to a poll, where user can upload a file as an answer.

The basics of uploads done, we still need to:

add some validation for the files ( accually iz Finish validation of polls #15 )
document the usage of file uploads a little bit
maybe add more options for configuration (e.g. how to name files)
