Windows Etcher installer

• What do you think should have happened: The provided https://github.com/balena-io/etcher/releases/download/v1.19.21/balenaEtcher-1.19.21.Setup.exe is a standalone, most likely the Portable version of the Etcher, it is not an installer. When opening the file, Etcher starts, but not installs as expected.
• What happened: The provided Setup file is not installing Etcher as expected.
• Do you see any meaningful error information in the DevTools? N/A

Just wanted to add that I have a slightly different issue, but I think it's the same. I had 1.10.2 portable so I wanted to get the latest version.

I didn't see a portable package and this new setup actually bypassed the windows install prompt, installed itself silently, and then opened.

I see it in my list of installed programs.
