Description of the feature request:
I want to use the C++ toolchain and have the ability to pass custom flags to the archiving action.
For now it may be only fixed flags: https://github.com/bazelbuild/bazel/blob/master/tools/cpp/windows_cc_toolchain_config.bzl#L507
