Add a config for python gazelle module to ignore "binary" files from thesrcs of the py_library generated code.

By "binary" file I mean the logic that gazelle uses to define what src is used by a generated py_binary

@cristifalcas, could you please give examples of what is happening today and what is the desired state in the original ticket description?

excerpts of BUILD.bazel with python file snippets would be really useful here.
