Switch feerate lookup to an rpc call to a node instead of using mempool space's API

I'm sure it's trivial to figure out a transaction fee rate using a node with an rpc call rather than an expensive external API call to mempool space. It's expensive for both them and in execution, so do this locally against a node instead.
