As part of this, design and implement a strategy for the transition, so that when using unison with replicas which have been synced without times, and one or both unisons have the new default, the right thing will happen. The right thing is unclear, but is definitely not prompting the user for each mismatching time. It is perhaps picking the older time, for files which differ only in time.

Discussion of how to proceed on unison-hackers@ please.
