Add bulk assertion or nanopub? option

Add endpoint to BEL API supported by a function in the bel library to create multiple Assertions using a table of assertion subject or object values (that would need to be converted to namespaces).

Facilitate "bulk" entry of BEL statements, e.g., a table of significant measurements from a high throughput experiment, each row with a different p-value and fold-change.
