reCaptcha blocked registration message for user when user added via wp-cli

I add a user via wp-cli: wp user create alice alice.vostrikova@gmail.com –send-email
The registration message comes to the administrator, but is blocked for the user.
When the plugin is disabled, the message to the user comes normally.
