Planned improvements to hpcbp-*-pr actions

Trying to make some notes about improvements that we (I) should make to the two actions that process HPC-BP webinar events and curated content: https://github.com/betterscientificsoftware/bssw.io/blob/main/.github/workflows/hpcbp-cc-pr.yml and https://github.com/betterscientificsoftware/bssw.io/blob/main/.github/workflows/hpcbp-event-pr.yml

• Both actions should be made more robust to the possibility that no PR is created. For example, there's a problem with the filename (in the event case), or the article has already been added to the site and is unchanged (both events and cc)
• The PRs need to be added to the Content Development board and put in the Ready for Digest column. I'm not certain this can be fully automated as long as we continue to use classic Project boards, but I know how to do it with V2 Project boards.
