🏆 Epic: Bevy Editor Launcher

Hi everyone hope you are all well!

This issue tracks the initial stories for the Bevy Editor (Launcher Only), it may evolve over time (Acceptance criteria not currently included):

1. As a user, I want to see a list of my projects so I can access a project and start the specific version of editor required with the project loaded quickly.

2. As a user, I want to be able to perform actions on a listed project or create a new project dependant on a specific version of Bevy.

3. As a user, I want operations related to cargo (and rust) dependencies to be performed for me when setting up a new project from inside the launcher without needing to run a terminal.

4. As a new user, I want to access tutorials and resources about Bevy directly from the launcher to help me get started.

5. As a Team member, I want to be able to import a project in the launcher from popular version control systems to collaborate with colleagues, and avoid conflicts.

6. As a user, I want to be able to browse official and community templates directly from the launcher and create a new project base on one of them.

7. As a user, I want to be able to view previews (thumbnails) of my projects to help my identify them quickly.

8. As a user, I want to be able to access a feed of Bevy related news directly from the launcher, this should include relevant blog posts, patch notes, new releases, etc.

Feel free to add to the user stories by commenting or providing feed back or refinement to existing stories (I can also create personas to further the narrative of the user stories if this is deemed helpful)

I'll continue to add and refine them as I have time as well as incorporate any additional feedback and discussion.
