Typo 'RFC 3999' (did you mean RFC 3339?) #319

The documentation references that it uses RFC 3999, but it links to the RFC 3339
https://www.ietf.org/rfc/rfc3339.txt. I found that RFC 3999 is not implemented, which is a little confusing. Is this a typo in the documentation?
