Is your feature request related to a problem? Please describe.
I want to be able to do the following when posting a refund in my ledger:

Apply inflight: Instead of directly processing transaction. I want to be able to put it inflight and commit if set conditions are met.

Describe alternatives you've considered

Posting new transactions instead of using the refund endpoint.
