There are a lot of valid, well structured issues and PRs that are ignored. The README doesn't state that external contributions are not accepted.

It absolutely is disappointing when your issue or PR doesn't get a reply (been there). But the README does say:

Rules:

We may not respond to your issue or PR.

It's not ideal for us external contributors, but we just have to be patient. The Bluesky team are busy working on a whole lot of stuff, and they have their own priorities for what needs to get done.
