Videos show "Muted" before being played, but are not muted

Steps to Reproduce

1. See a post with a video.
2. Observe the mute toggle on the right-hand-side of the video to be showing an 🔇 (audio muted) icon.
3. Play the video.
4. The video plays, with sound turned on.

Video shows how the audio selector clearly shows 'muted' before pressing play, and then the audio plays at full volume and needs to be turned off again.

Additional Information

If the video player shows that the audio is muted, I would expect audio to remain muted unless I explicitly un-mute it.
