Enhancement: Add hints to the UI for toolbar buttons.

One improvement I would like to see to a future FreeGEOS version is adding hints to the UI, so when you hover over a toolbar button, for example, it will display the hint of what that toolbar button is for. The image shows an example in Windows of such a hint:

This will help users with new toolbar buttons, menu items, and features.
It also shows keyboard shortcuts for keyboard access.

This functionality was available in earlier versions of the software and could probably be resurrected. However, it takes up memory and should therefore be worked on after the PM version of GEOS has become a reality...
