Public file confusion

There are two dic files in the master branch. NMR_STAR.dic and NMR_STAR_internal.dic. They are not consistent. Tag names in NMR_STAR_internal.dic file are properly capitalized, but NMR_STAR.dic all tag names are in lower case. Why do we put the internal.dic file on master branch for public? Moreover I think the internal.dic file follows the correct tag name notation, where as the actual NMR-STAR.dic file is some how got corrupted and We should fix that.

In the past the NMR-STAR.dic was meant to be consistent with mmCIF/pdbx tag style with lower case category and item style. This will be changed as we go through this dictionary formalization process.
