Testnet Faucets Missing

The old Twitter based faucet no longer works, we should consider deploying a new faucet for the Boba BNB testnet, and should be sure to update the documentation when we do so.

@souradeep-das Would you be still fine with the PoWFaucet for ETH on Boba Sepolia & Boba BNB Testnet?

the PoWFaucet sounds great to me! And the faucet token for Boba BNB Testnet should be native i.e. $BOBA now and $BNB later after migration? could you also scope out the remaining work needed on this?
