Create a way to filter sonobuoy results that are flakey

We know there is a flakey test for sonobuoy that tends to fail pretty regularly for VMware tests. It would be great to flag this as a flakey test and either not run it at all or exclude it specifically in reporting pass/fail for VMware.

Maybe we can use

--e2e-skip envModifier                     Specify the E2E_SKIP value for the e2e plugin, specifying which tests to skip. Shorthand for --plugin-env=e2e.E2E_SKIP=<string> (default \[Disruptive\]|NoExecuteTaintManager)
