Remove `LATEST_GO` logic from `docker-go`

Once https://github.com/bottlerocket-os/bottlerocket-sdk/issues/308 is implemented and released. Twoliter should move to using `go-latest` and remove the change from https://github.com/bottlerocket-os/twoliter/pull/599
